Bharatiya Janata Majdoor Cell

Preamble

The Bharatiya Janata Majdoor Cell (BJMC) is established with the objective of organizing, educating, and empowering the working class of India, inspired by the principles of Integral Humanism, Nationalism, Social Harmony, and Economic Self-Reliance.

This organization works for the protection of labour rights, promotion of social justice, and development of a strong and self-reliant nation through collective effort and disciplined organization.

 

Article 1: Name

The name of the organization shall be Bharatiya Janata Majdoor Cell (BJMC), hereinafter referred to as “the Cell.”

Article 2: Headquarters

The Central Headquarters of the Cell shall be situated in New Delhi, with State, District, and Local units formed in accordance with the provisions of this Constitution.

Article 3: Aims and Objectives

  1. To organize and unite workers across all sectors for protection of their rights and interests.
  2. To promote the spirit of “Nation First, Worker Next, Self Last.”
  3. To work for welfare measures ensuring fair wages, job security, and social benefits.
  4. To strengthen national industries and discourage exploitation of labour by anti-national or anti-social forces.
  5. To spread awareness of Integral Humanism and Swadeshi Philosophy among workers.
  6. To promote education, vocational training, and skill development among members.
  7. To ensure participation of workers in decision-making processes affecting labour welfare.
  8. To work in cooperation with the Ministry of Labour and Employment and other national bodies.
  9. To establish welfare funds, cooperative societies, and social assistance programs for members.
  10. To encourage discipline, unity, patriotism, and respect for law and order among workers.

 

Article 4: Membership

  1. Any person above 18 years of age engaged in any employment or trade may become a member.
  2. Members must accept the ideology and constitution of BJMC.
  3. Membership shall be open to all without discrimination of caste, creed, religion, or gender.
  4. Every member shall pay an annual subscription as fixed by the Central Committee.
  5. Membership shall cease upon resignation, expulsion, or non-payment of dues.

 

Article 5: Structure of Organization

  1. National Level – Central Executive Committee (CEC)
  2. State Level – State Executive Committee (SEC)
  3. District Level – District Committee (DC)
  4. Local/Unit Level – Unit Committee (UC)

Each level shall function autonomously within the framework of this Constitution.

 

Article 6: Office Bearers

At each level, the following office bearers shall be elected or nominated:

  • President
  • Vice-President(s)
  • General Secretary
  • Secretary(s)
  • Treasurer
  • Organizing Secretary(s)
  • Media & IT In-charge
  • Women and Youth Wing Representatives

 

Article 7: Tenure

  1. The tenure of all elected committees shall be three (3) years.
  2. Office bearers may be re-elected for subsequent terms.
  3. Interim committees may be appointed if elections cannot be held on time.

 

Article 8: Duties and Powers

(a) President

  • Shall preside over all meetings and guide the organization.
  • Shall ensure adherence to constitutional values and discipline.


(b) General Secretary

  • Shall execute day-to-day work and maintain correspondence.
  • Shall prepare annual reports and records of membership.


(c) Treasurer

  • Shall maintain accounts and oversee all financial transactions.
  • Shall submit annual audited statements to higher authorities.

 

Article 9: Meetings

  1. The Central Committee shall meet at least twice a year.
  2. The State and District Committees shall meet quarterly.
  3. Emergency meetings may be convened by the President or General Secretary as required.

 

Article 10: Funds and Accounts

  1. The Cell shall maintain funds through membership subscriptions, donations, and lawful sources.
  2. Accounts shall be audited annually by a registered auditor.
  3. All expenditures shall be duly sanctioned by the competent authority.

 

Article 11: Discipline

  1. Members shall maintain discipline and uphold the dignity of the organization.
  2. Any member acting against the ideology or interest of BJMC may be suspended or expelled after due inquiry.
  3. Appeals against disciplinary action may be made to the higher committee within 30 days.

 

Article 12: Amendment to Constitution

Amendments to this Constitution may be made with approval of 2/3rd majority of the Central Executive Committee and ratification by the National Conference.

 

Article 13: Dissolution

In the event of dissolution, the properties and funds of BJMC shall be transferred to a body with similar aims and objectives, as decided by the Central Committee, and in accordance with the Trade Union Act, 1926.

 

 Article 14: Ideological Foundation

The Bharatiya Janata Majdoor Cell shall function on the ideological principles of:

  • Integral Humanism (Ekatma Manav Darshan)
  • Cultural Nationalism (Sanskritik Rashtravad)
  • Swadeshi and Self-Reliance (Atmanirbharta)
  • Social Harmony and Labour Dignity (Shram ka Samman)

 

Article 15: Motto

“Shram se Rashtranirman — Worker is the Nation Builder.”

  • Collective Bargaining: Negotiating wages, pensions, and benefits with employers and government bodies.

  • Training & Skill Development: Conducting certified vocational training and capacity-building workshops.

  • Safety Awareness Drives: Promoting safe working practices through awareness camps, health check-ups, and protective gear distribution.

  • Social Welfare Initiatives: Organising welfare programs for workers’ families — education, health, and insurance support.
